I would recommend chesstraining.app for tactics. You can set level and it goes through 8 cycles of any number of puzzles you choose - and it’s free.

Not any number. 500 is the max. My set I am using right now is 2000.

“Chess is 99% Tactics”

The problem with this statement is that it doesn't factor in why tactics exist in the first place. It's targeting of weaknesses and unprotected pieces. Some weaknesses are natural like the f7 pawn in e4 openings. Other weaknesses are created by players. Which is the sum of positional and strategic play as well. All of chess flows together. So I don't really buy into focusing on one aspect. If you have no positional sense, you might not create weaknesses to exploit, or you create your own weaknesses for your opponent to exploit (what lower rated players like me do, because even a pawn move might appear suspicious at first).

With good tactical sense your positional play will improve. You will start to spot tactics and set them up using positional information. Sure they do go hand in hand if you break down your games and why you lose I would highly expect to see multiple tactical issues in most players games under the 2000 rating range.
